The Region 2 Planning Commission (R2PC) is responsible for carrying out transportation planning activities in both the urban and rural areas within the Jackson region. Urban transportation planning activities are implemented by R2PC’s Jackson Area Comprehensive Transportation Study (JACTS) program, whereas rural transportation planning activities are implemented by R2PC’s Rural Task Force (RTF) program.
R2PC is the federally-mandated agency responsible for coordinating transportation projects, including highway, transit, rail, bicycle, pedestrian, aviation and paratransit, throughout the urban area of Jackson County. Through the JACTS program, R2PC allocates federal transportation funds and works to improve the region’s transportation system by developing a variety of plans and programs. JACTS is comprised of two committees that make recommendations on various transportation-related projects, plans and activities. These recommendations are then presented to R2PC’s governing body, the R2PC Board, which ultimately makes the final decision on both transportation and non-transportation matters. R2PC manages rural transportation planning activities through the State of Michigan’s Rural Task Force (RTF) and Small Urban (SU) programs. The RTF program provides rural federal and state transportation funds to counties with fewer than 400,000 people. Jackson County, Hillsdale County and Lenawee County each have a population of under 400,000 people and receive RTF funds via R2PC. The SU program provides federal transportation funds to areas with a population between 5,000 and 49,999. R2PC oversees two SUs; 1] Adrian-Tecumseh-Clinton (in Lenawee County) and, 2] Hillsdale-Jonesville (in Hillsdale County). The Jackson Area Comprehensive Transportation Study (JACTS) is comprised of two committees, the Technical Advisory Committee (TAC) and the Policy Committee. Both committees meet monthly to discuss transportation topics/issues in Jackson County and provide recommendations to be taken by JACTS and R2PC. The TAC provides recommendations to the Policy Committee, who then provide recommendations to the R2PC Board. Ultimately, the R2PC Board makes the final determination for agenda items that require formal action. Additional information regarding the two committees is available below:
Technical Advisory Committee (TAC)
The TAC is comprised of professional planners and engineers who review transportation plans, programs and projects from a technical standpoint based on their professional experience.
Meetings are held 1x per month, typically on the third Wednesday of every month. Members of the public are encouraged to attend and participate. View the R2PC Calendar for details of upcoming TAC meetings.
The Policy Committee is comprised of elected officials, professional planners and representatives from the Jackson County Airport, Jackson Area Transportation Authority (JATA), Jackson County Department of Transportation (JCDOT) and the JACTS TAC.
