Mission and Services

Local units of government established the Region 2 Planning Commission to assist in:

  • Promoting and achieving intergovernmental cooperation and coordination;
  • Providing information to levels of government that is both useful and understandable;
  • Developing and maintaining plans that include goals, policies, objectives, alternatives, and recommendations for growth and development; and
  • Assisting local governments in achieving their objectives.

Local Planning Assistance

Michigan’s Public Act 285 of 1945, Regional Planning, enables regional planning commissions to “provide services to participating local governmental units, the state, and to other public and private bodies and citizens in matters relative to its functions, plans, and objectives.”  Accordingly, the Region 2 Planning Commission assists member units of government and other public bodies in the development of a variety of planning and zoning documents:

  • Comprehensive, master, and land use plans;
  • Zoning ordinance texts and maps;
  • Recreation plans; and
  • Other special studies and mapping projects

The R2PC also consults with member units of government on current land use and zoning issues.  Consulting may entail advising a local government on specific development requests as needed or staffing a planning commission or zoning board of appeal.  All of these efforts are organized by County:

Transportation Planning

A wide variety of transportation planning efforts in the three-county area are coordinated through Region 2:

Jackson Area Comprehensive Transportation Study

Federally funded transportation projects within Jackson County are selected through the Jackson Area Comprehensive Transportation Study (JACTS), the metropolitan planning organization for the Jackson Urbanized Area and a program of the R2PC.

Regional Transportation Planning

The Planning Commission facilitates various transportation planning efforts throughout the three-county region on behalf of its members:

  • Rural Task Force – Federally funded transportation projects outside of JACTS are selected through the three-county rural task force, which is coordinated through the Commission.
  • Asset Management – Commission staff works with local road agencies and MDOT each year to inventory surface pavement conditions for all federal-aid eli-gible roadways in the three-county area.

Traffic Safety Program

The Jackson County Comprehensive Traffic Safety Program (Jackson Traffic Safety Program/JTSP) was originally a pilot project funded by the Michigan Office of Highway Safety Planning, chartered on March 10, 1988 with Jackson County as the legal entity.

At the present time, the Region 2 Planning Commission is the legal/financial agency for the Traffic Safety Program.  The program has a part time director/traffic safety coordinator and is housed on the County Tower Building in Jackson.
The program is governed by the Jackson Traffic Safety Program Commission.  The Commission meets on the second Thursday of each month at 10:30 a.m. in the County Tower Building.

The Commission is comprised of representatives from education, engineering, Jackson County Board of Commissioners, local units (townships), courts, law enforcement, Jackson City Council, a citizen representative and a senior citizen representative.  Most of the representatives are chosen by their respective groups and serve a two-year period.  The JTSP Commission also has two coordinators from engineering and criminal justice that serve on the board.

The monies to fund the Traffic Safety Program cone from the revenues generated through $5.00 court costs on all paid citations (except drunk driving) issued by all law enforcement agencies in Jackson County.  However, JTSP receives only a third of that funding.

Money generated is used to fund grant programs in Jackson County that address traffic safety issues.  All agencies that request grant funding from the Traffic Safety Program are required to have matching funds for their grant programs.  Required match for non-enforcement programs in 50%.  The match for enforcement programs is 25%.  The funds are also used by the Director for the program and necessary program expenses.

Grants received by the Jackson Traffic Safety Program are reviewed by the Commission and must receive their approval for funding.  The Program also coordinates all state and federal enforcement grants in Jackson County.  These programs do not require any local match.

Area-Wide Planning Efforts

The R2PC also administers the following ongoing planning efforts which benefit more than one local unit of government:

  • Demographics – The Planning Commission is one of only two US Census Bu-reau affiliates in the three-county area.  Accordingly, staff responds to requests for population, housing, economic, mapping and other census data.
  • Federal Project Review system – The State certified the R2PC as the project review agency for grants which would result in federally-funded projects in the three-county area, if awarded.

The Region also participates in, and sometimes spearheads, a variety of other planning efforts aimed at specific and timely planning issues:

  • Hazard Mitigation – The R2PC is working with interested local governments to develop a hazard mitigation plan in all three counties.
  • Community Planning Training – The Region is partnering with the MSU Co-operative Extension offices in Hillsdale and Lenawee Counties to host the Citizen Planner Program in early 2007.
